São Paulo's city government has submitted its 2027 annual budget bill (PL 752/2026) to the city council, proposing R$7.35 billion in fare subsidies for the bus system — by far the largest single transport line item. The bill was delivered to the council on September 30 and published in the municipal gazette on October 1. The final amounts still require a council vote.

What the bill proposes

Beyond the R$7.35 billion in bus fare subsidies, the proposal earmarks R$2.19 billion for fleet electrification and transport management, plus R$500 million for biomethane-powered vehicles. Total transport spending would reach R$13.96 billion, and the free-Sunday-bus policy continues. The overall city budget is R$146.5 billion, up about 6.6% from 2026.

Context and next steps

Bus subsidies have climbed sharply over the past decade: SPTrans data show they rose from about R$2.9 billion in 2017 to R$7.12 billion in 2025 — a 145.5% nominal increase, far above cumulative inflation of roughly 50.6%. The council confirmed receipt of the bill and has scheduled 21 public hearings from October 7 to November 28 before the final vote.
