Full report
Anthropic announced on October 14 the opening of its Singapore office, its fifth in Asia-Pacific after Bengaluru, Seoul, Sydney and Tokyo. The company said Singapore is one of Claude's most active global markets, with local customers including GovTech, Grab, DBS, GIC and Sea Ltd; more than 1,500 GovTech engineers and technical staff use Claude Code.
The memorandum of understanding was signed on October 13 on the sidelines of the Singapore International Cyber Week by Anthropic co-founder Ben Mann and MDDI Permanent Secretary Chng Kai Fong, witnessed by Minister for Digital Development and Information Josephine Teo and Anthropic's APAC policy head Michael Sellitto.
The MOU covers three areas: safety and evaluation (technical exchanges with Singapore's AI safety, security and assurance institutions on model evaluation, testing standards and incident response); research (AI adoption and its impact, with Anthropic sharing research data including its Economic Index); and adoption (SME support, AI skills training and building AI capability among public officers). Anthropic's latest Economic Index ranks Singapore second of 121 countries on population-adjusted Claude usage.
Both sides made clear the agreement does not give Singapore early access to frontier models ahead of commercial release. Anthropic said it is working to bring its frontier models onshore in Singapore, without a specific date.
