Singapore haze hits "Very Unhealthy" PSI 203 in west; minister weighs legal action

Singapore's NEA said Oct 14 that the 24-hour PSI in the west reached 203, entering the "Very Unhealthy" band. Sustainability and Environment Minister Grace Fu said Singapore is gathering haze data and assessing action under the Transboundary Haze Pollution Act, not ruling out lawsuits against companies behind the fires.
Why it matters
This is the first time Singapore has publicly put the legal option of the Transboundary Haze Pollution Act on the table at ministerial level. The 2014 law has never actually been used to prosecute; deploying it would be a milestone in cross-border accountability for Indonesia's forest-fire haze and could reshape fire-prevention incentives for regional companies.
The latest
Singapore's National Environment Agency said in its Oct 14 haze update that the 24-hour PSI in the west hit 203, entering the "Very Unhealthy" band; islandwide readings ranged from 125 to 206 as of 6am, highest in the west. One-hour PM2.5 in the west reached 288 micrograms per cubic metre at 3pm — the year's highest.
Minister for Sustainability and the Environment Grace Fu said Singapore is collecting haze-related data and assessing possible action under the Transboundary Haze Pollution Act, keeping "all options on the table, including legal proceedings against the companies responsible." The Act targets parties that cause or condone fires: liability attaches when haze keeps PSI in the unhealthy range for 24 hours, with fines of up to S$100,000 per day and S$2 million in total on conviction.
Parallel measures are escalating: the Maritime and Port Authority issued Port Marine Circular No. 138 of 2026 on Oct 14 warning of sharply reduced visibility in the Singapore Strait and port waters; the government began free N95 mask distribution to eligible residents the same day; and the Haze Subsidy Scheme started on Oct 12. The haze comes from Indonesia's forest fires, described as the worst episode in more than a decade.
