Singapore's Housing and Development Board has launched its final Build-To-Order sales exercise of 2026 with 7,964 flats across seven projects, the first under the higher income ceilings of $16,000 for families and $8,000 for singles.

Singapore's Housing and Development Board (HDB) launched its final Build-To-Order (BTO) sales exercise of 2026 on November 4, offering 7,964 flats across seven projects in Bedok, Geylang, Sembawang, Tengah, Toa Payoh and Yishun. Applications close at 11.59pm on November 11 via the HDB Flat Portal. (Photo is a file image of Singapore public housing, not a specific project in this sale.)

Seven projects: coastal and city-fringe sites draw the eye

The projects are Bayshore Sails and Bayshore Oasis in Bedok (near Bayshore MRT station), Mattar in Geylang (near Mattar MRT station), Sembawang North in Sembawang (including about 1,310 shorter-waiting-time flats with waits under three years), Plantation Dew in Tengah, Chencharu Acres in Yishun, and Toa Payoh Hillside. The 7,964 flats are 14.6% more than the 6,952 launched in June, and take HDB to its target of 19,600 flats for the year.

First sale under higher income ceilings; sole Prime project carries 11% clawback

This is the first exercise under the higher income ceilings: $16,000 a month for families and $8,000 for eligible singles. The only Prime project is Toa Payoh Hillside, next to Caldecott MRT station, which carries an 11% subsidy clawback on resale; Prime and Plus flats both carry a 10-year minimum occupation period. National Development Minister Chee Hong Tat said on October 31 that the Toa Payoh project will have a foodcourt, fast-food restaurant, supermarket, pre-school and active ageing centre, and a new school could be built nearby. HDB advises applicants to check their eligibility under the updated rules, including an updated HFE letter, before applying.
