Singapore: Over 1 Million HDB Households to Get Double U-Save, S&CC Rebates in October

More than one million Singaporean HDB households will receive double the regular U-Save rebate and an S&CC rebate in October, MOF announced on Sept 30 — the third disbursement for FY2026.

More than a million households — the large majority of Singapore's resident population — will see lower utility and conservancy bills this month. The rebates are the government's main instrument for cushioning lower- and middle-income families against cost-of-living pressures.

The Ministry of Finance (MOF) announced on Sept 30 that more than one million Singaporean households living in HDB flats will receive the Service & Conservancy Charges (S&CC) rebate and double the regular U-Save rebate in October 2026. The regular rebates are provided under the permanent GST Voucher (GSTV) scheme, while an additional U-Save rebate was announced as part of the second support package in response to the Middle East situation.

Eligible households will receive up to S$190 in U-Save rebates in October, depending on flat type — for example, a four-room flat gets S$150. In total, eligible households will receive up to S$760 of U-Save rebates (double the regular GSTV amount) in Financial Year 2026. They will also receive up to one month of S&CC rebates in October — one month for one- and two-room flats, half a month for larger flats — bringing the FY2026 total to up to 3.5 months.

The October disbursement is the third for FY2026, after April and July, with the next in January 2027. No action is required: the U-Save rebate is credited directly to utilities accounts with SP Services, and the S&CC rebate to S&CC accounts with the respective Town Councils. MOF also reminded the public that government officials will never ask anyone to transfer money or disclose banking details over a phone call, and to call the 24/7 ScamShield Helpline at 1799 if unsure.
