Singapore climbs to 14th in global Rule of Law Index, ranks 2nd for clean government

The World Justice Project released its 2026 Rule of Law Index on October 21: Singapore rose two places to 14th out of 143 countries and jurisdictions, ranking first worldwide for Order and Security and second for Absence of Corruption. The report warns the global rule of law keeps receding as authoritarianism becomes entrenched.
Why it matters
The World Justice Project (WJP), an independent US-based advocacy group, released its 2026 Rule of Law Index on October 21: Singapore climbed two places to 14th out of 143 countries and jurisdictions, one of the minority of countries whose score rose this year. It ranked first worldwide for Order and Security and second for Absence of Corruption, and third in East Asia and the Pacific, behind New Zealand (7th globally) and Australia. Denmark topped the overall ranking.
Full report
Published annually since 2009, the index draws on more than 215,000 household surveys and 3,400 practitioner and expert surveys across eight factors: Constraints on Government Powers, Absence of Corruption, Order and Security, Fundamental Rights, Open Government, Regulatory Enforcement, Civil Justice and Criminal Justice. WJP warned that authoritarianism is no longer an emerging trend but has become entrenched: more than 86% of countries have suffered a sustained five-year decline in at least one safeguard against authoritarian rule — Constraints on Government Powers, Open Government or Fundamental Rights — adding, "This does not include Singapore."
The report also notes that freedoms essential to civic space, public debate and government oversight are shrinking across most countries, including Singapore. It found judiciaries losing ground to executive overreach worldwide: the indicator measuring whether the judiciary constrains government power fell in 63% of countries — "this does not include Singapore." Singapore's open-government score slipped slightly, while its fundamental-rights score improved.
