Singapore's Housing and Development Board unveiled its Toa Payoh West master plan on October 31: more than 6,000 homes over the next decade around Caldecott MRT station, mostly public flats with some private housing, plus Toa Payoh's first shopping mall, a 1.2-hectare wellness park and a possible school. The first Build-To-Order project, Toa Payoh Hillside, with about 1,600 flats, launches in the November 2026 sales exercise.

Singapore's Housing and Development Board (HDB) unveiled its Toa Payoh West master plan on October 31, providing more than 6,000 new homes over the next decade around Caldecott MRT station, mostly public housing with some private homes. National Development Minister Chee Hong Tat unveiled the plan at the HDB Hub that day, aiming to breathe new life into a mature estate first built in the 1960s and to form a second town centre around Caldecott station, alongside the existing centre at Toa Payoh Central.

A first mall, a wellness park and a possible school

The centrepiece is a mixed-use development putting homes above Toa Payoh's first shopping mall. A plaza in front of the mall leads into a 1.2-hectare wellness park with nature-themed playgrounds, a jogging track and fitness stations designed to help seniors with strength, mobility and balance, plus quieter corners including a butterfly trail, a sensory alcove and rain gardens. A Central Green Valley — a chain of parks and precinct greens — will run through the estate, linking homes to Caldecott station and the new mall. Plans for a school in the area are being studied but are not yet confirmed.

First BTO launches in November; exhibition runs only until November 2

The plan's first Build-To-Order (BTO) project is Toa Payoh Hillside, next to Caldecott MRT station, with about 1,600 flats across five blocks of 31 to 43 storeys, to be offered in the November 2026 BTO sales exercise. The master plan is on show at the HDB Hub Level 1 Gallery from October 31 to November 2, after which selected exhibits remain on display until mid-2027. For families hoping to buy in Toa Payoh, this is the start of a decade of supply, not a one-off release.
