KYOTO, JAPAN — At the 23rd annual meeting of the Science and Technology in Society (STS) Forum in Kyoto, the United States and 16 other countries endorsed the Kyoto Vision for a Golden Age of Science, according to a White House release dated October 4, 2026.

Led by White House Office of Science and Technology Policy Director Michael Kratsios, the vision argues that scientific discovery itself has changed: super intelligence applied to science will enable autonomous experimentation at scale and open entirely new lines of inquiry.

The declaration calls for three things: improving the institutions of discovery through diverse funding tools such as long-duration awards, rapid grants, prizes and challenges; harnessing super intelligence for science by expanding researcher access to AI tools, scientific data, computing infrastructure and experimental facilities; and cultivating talent by investing in meritorious students and early-career researchers.

"The way we make scientific discoveries has changed, and the Kyoto Vision is a recognition of that shift and a call to action," said Director Kratsios. "Super intelligence applied to science will be the greatest force in history for democratizing research."

Endorsing countries include Argentina, Bulgaria, Chile, Cyprus, Germany, Greece, Indonesia, Italy, Japan, Kazakhstan, the Republic of Korea, New Zealand, Poland, Singapore, the United Arab Emirates, the United Kingdom and the United States.

The release notes that in July 2026, Kratsios delivered to President Trump a report titled "Science: A New Golden Age," described as the most comprehensive rethinking of the U.S. science and technology research enterprise in eight decades.
