US threatens to block arms for Ukraine over refinery attacks, FT reports

· N GLOBE

The Financial Times, citing European officials, reports the US is threatening to halt the PURL weapons-procurement mechanism and intelligence sharing to press Kyiv to stop deep strikes on Russian energy infrastructure.

Why it matters

This is Washington's most direct pressure escalation on Ukraine yet: using weapons procurement and intelligence sharing as leverage to demand Kyiv stop hitting Russian oil refineries. It lands hours after Trump announced an Russia-Ukraine "energy ceasefire" effective immediately, while Zelenskyy says he is still waiting for details — clouding the truce's prospects.

Full report

The Financial Times reported Sunday, October 11, citing officials in Europe, that the United States is threatening to stop the procurement system that provides Ukraine with weapons in order to press Kyiv to halt its deep strikes on Russian energy infrastructure.

Officials who received calls from US officials or were briefed on them said Washington is lobbying European capitals and Kyiv to try to end the attacks on Russian oil refineries. The message included threats to cut off intelligence sharing and to stop the PURL (Prioritised Ukraine Requirements List) mechanism for procuring US weapons for Ukraine.

An official who received a call from a US defence official was quoted as saying: "They are calling Kyiv … They are calling everyone [in Europe]."

Reuters said it could not immediately verify the report, and the White House did not immediately respond to a request for comment.

The report follows Trump's announcement earlier Sunday on Truth Social of an "energy ceasefire" between Russia and Ukraine, effective immediately, with both sides agreeing to stop striking energy targets — an announcement Zelenskyy said he was still awaiting details on.
