Starting today, more than 950,000 Americans across 30 states will begin receiving $500 checks from the Treasury Department — money the White House says they were overcharged for health insurance bought through the federal Affordable Care Act exchange. The program, announced September 10 and branded the "Working Families Obamacare Refunds," is being paid to people who enrolled through HealthCare.gov for the 2026 plan year and did not receive premium tax credits, paying full premiums out of pocket.

The White House says the Biden administration collected exchange "user fees" from insurers that were passed on to consumers in higher premiums, and that the fees collected exceeded what was needed to run the exchange — calling the surplus an overcharge. Officials put the total payout at roughly $500 million.

Each check will be accompanied by a letter signed by President Trump notifying the recipient; the letters are being mailed starting Thursday, October 1. An administration official told CNBC the largest number of refunds will go to residents of Texas and Florida. Families with more than one affected person will receive multiple $500 checks or direct deposits.

The White House stresses the refunds are separate from a $5,000 dividend Trump has vowed to pay all Americans if Republicans retain control of Congress in the midterms. No independent verification of the overcharge methodology has been provided.
