According to the White House release dated September 28, 2026, Trump spent the weekend at Neyland Stadium for the Texas–Tennessee college football game, where he said the crowd celebrated his attendance. He described college sports as a uniquely American institution and said he has tremendous respect for the athletes and traditions of the game.
The administration says the legislation would establish reasonable guardrails and bring clarity, stability and accountability to college athletics — protecting scholarships, roster spots, women's and Olympic sports, and the traditions cherished by millions of fans.
The White House notes that in April Trump signed an executive order aimed at restoring order, fairness and stability to college athletics, and has brought athletes, coaches, schools and sports leaders to the White House to address the challenges facing college sports.
