Washington D.C. Official Talib Shakir Killed in E-Scooter Collision on Capitol Hill

Talib Shakir, 50, director of the D.C. Mayor's Office on Returning Citizen Affairs, died Friday evening after two e-scooters collided near Eastern Market on Capitol Hill; Mayor Muriel Bowser issued a statement mourning him.

The crash happened around 6:47 p.m. Friday at Eighth Street and Pennsylvania Avenue SE, near Eastern Market on Capitol Hill. According to the Metropolitan Police Department, the e-scooter Shakir was riding collided with another e-scooter ridden by a woman. Shakir was unconscious and not breathing when officers arrived and was pronounced dead at a hospital. The woman was injured but has since been released.
Shakir, 50, directed the Mayor's Office on Returning Citizen Affairs (MORCA), which helps returning citizens access services, workforce training and community support; he had himself experienced incarceration before dedicating his career to public service. 'Talib was committed to creating opportunity for D.C. residents. Talib made the most of his second chance and dedicated himself to helping others do the same,' Mayor Bowser said in a statement. Police say the crash remains under investigation.
