Zelenskiy: North Korea preparing to deploy another 10,000 troops to Russia; over 8,000 already there

The manpower structure of the Russia-Ukraine war is expanding again. Ukrainian President Volodymyr Zelenskiy said on September 28 that, citing "new data," more than 8,000 North Korean troops are already on Russian territory, with another 10,000 "being selected for training and subsequent deployment to Russia." The move would roughly double the Pyongyang-Moscow military cooperation footprint, drawing intense international attention.

Zelenskiy said North Korea has sent an estimated 14,000 to 15,000 troops to Russia since 2024 (Ukrainian and South Korean estimates), mostly deployed in the Kursk region to help repel a Ukrainian incursion. In August he warned up to 50,000 North Korean soldiers could be sent to fight for Russia, and called on South Korea to support Ukraine's air defence. South Korea announced a $100 million aid package for Ukraine in July, excluding lethal weapons.
His remarks came amid friction between Kyiv and Seoul after he announced last week that Ukraine had transferred two captured North Korean soldiers to South Korea. Seoul expressed regret over the disclosure, citing a confidentiality agreement, and protested what it called a false statement from the Ukrainian presidential office denying the agreement existed. Pyongyang has also supplied Russia with millions of artillery and mortar rounds, ballistic missiles, long-range artillery systems and multiple-launch rocket systems, according to Ukrainian and independent assessments.
