The methodology previously emphasized incorporation, domicile, primary listing and substantial operations in Canada. The revision creates a path for a foreign issuer listed on the TSX to qualify when it has a substantial Canadian economic connection, even if it is not incorporated or domiciled in Canada.

The change has attracted attention because a proposed mining combination could create Anglo Teck. Investors have speculated that the new company might remain eligible for major Canadian indices despite an overseas corporate structure, but the index committee has not confirmed its inclusion.

Any addition could create trading by passive ETFs and other index funds. Actual flows depend on the transaction being completed, the company meeting market-capitalization and liquidity requirements, and a formal committee decision.

For individual investors, this is a methodology change—not a guarantee about earnings or price performance. Index-fund holders can watch for notices after December 21, while avoiding trades based only on expected inclusion.
