Alberta Referendum Day: Calgary Voters Weigh Ten Questions, Including a Path Toward Separation

· N GLOBE

Albertans vote Monday from 9 a.m. to 8 p.m. Mountain Time in the province's first public vote on leaving Canada. Ten separate ballots cover immigration and constitutional change — and Question 10 on starting the legal process toward a binding separation referendum.

Why it matters

This is the first public vote Alberta has ever held on the question of leaving Canada. Question 10 is not binding — even if it passes, it would only authorize the provincial government to begin the constitutional legal process, not to separate outright; actual separation would require lengthy negotiations with the federal government, other provinces and Indigenous peoples. Elections Alberta has described the referendum as the largest electoral event in the province's history.

The ten questions

The first nine are yes-or-no questions: increased provincial control over immigration, eligibility for provincially funded programs, possible fees or waiting periods for some non-permanent residents, proof-of-citizenship requirements for provincial voting, and constitutional changes including abolishing the unelected Senate and letting provinces opt out of federal programs without losing the associated funding. Question 10 reads in full: "Should Alberta remain a province of Canada, or should the Government of Alberta commence the legal process required under the Canadian Constitution to hold a binding provincial referendum on whether or not Alberta should separate from Canada?"

How voting works

Voters must cast ballots at the polling station assigned to their address, open Monday from 9 a.m. to 8 p.m. Mountain Time — Monday is the last chance to vote. Advance voting (Oct. 13–17) drew 1,356,873 voters, or 43.1 percent of eligible voters. Ballots are counted by hand, Question 10 first; under Alberta's referendum regulation the unofficial count must be completed within 48 hours of polls closing.
