MIIT's 412th batch notice lists Anhui Luxeed New Energy Vehicle for new production qualification, open for comment until Oct 23; a Luxeed insider confirmed to Yicai on Oct 17 that approval brings an independent license — 'Chery is handing its factory to Luxeed' — and confirmed future standalone listing plans.

What happened

China's Ministry of Industry and Information Technology on Oct 16 published the 412th batch of its road motor vehicle manufacturer notice, listing Anhui Luxeed New Energy Vehicle Co. among proposed newly qualified vehicle producers, with the comment period running to Oct 23. On Oct 17, a Luxeed insider confirmed to Yicai that once approved, Luxeed will hold an independent manufacturing license — 'Chery is giving its factory to Luxeed.'

Why it matters

Luxeed (智界) is the Chery–Huawei co-developed brand under Huawei's Harmony Intelligent Mobility Alliance (HIMA), previously producing under Chery's license. An independent qualification marks a step toward standalone operations. The same insider also confirmed Luxeed's plans for a future independent listing, making 'independent license, then independent IPO?' the industry's next question.
