Hong Kong SFC Suspends ChaPanda Trading Over Suspected IPO Fraud, Freezes HK$4.66B in Broker Accounts

The SFC said two syndicates are suspected of rigging IPO demand. Trading in ChaPanda shares was halted from 9:00 a.m. Tuesday, and 35 brokerages were ordered to freeze client assets totalling about HK$4.66 billion.
Why it matters
Hong Kong's Securities and Futures Commission took rare simultaneous action on two suspected IPO-rigging cases Tuesday: trading in ChaPanda (Sichuan Baicha Baidao Industrial Co., stock code 02555) was suspended from 9:00 a.m., and 35 brokerages received restriction notices freezing client assets totalling about HK$4.66 billion — the largest such freeze the SFC has ever imposed.
What happened
The SFC said one suspected syndicate was involved in a scheme concerning the IPOs of ChaPanda and Cloudbreak Pharma (02592) that created a false or misleading appearance of demand for the shares. A second syndicate is suspected of a similar scheme involving Tianju Dihe (02479). The SFC directed the stock exchange to suspend ChaPanda shares until further notice.
The regulator said it had serious concerns that ChaPanda's IPO may have been artificially manipulated, and that the suspension was necessary to maintain an orderly and fair market and protect investors. The frozen assets are being preserved for the investigation; the sum is not a finding that the money was stolen or that it belongs to ChaPanda. No further comment was made as the investigation continues.
ChaPanda listed in April 2024 at HK$17.50 and closed at HK$4.035 on October 12 — down about 77% from its IPO price.
Context
The same day, the SFC announced amendments to the Stock Market Listing Rules that will let it impose conditions on IPO applicants that remain in effect after listing, expected to take effect in the first quarter of 2027 — a further tightening of IPO oversight.
