Los Angeles joins California state workers' one-day strike: SEIU Local 1000's first-ever walkout

About 100,000 California state employees represented by SEIU Local 1000 stage a one-day strike on Oct. 21 over alleged bad-faith bargaining by Gov. Gavin Newsom's administration; a noontime picket is planned outside the Ronald Reagan State Building in downtown Los Angeles.

Why it matters

SEIU Local 1000, the union representing about 100,000 California state employees, is holding a one-day strike on Wednesday, Oct. 21, accusing Gov. Gavin Newsom's administration of failing to bargain in good faith on wages, health care and telework policies in a new contract. The union says it is the first strike in the organization's history.

According to the union, members work in more than 140 state departments and agencies, including nurses, clerks, cooks and information technology staff. A strike authorization vote that ended Oct. 7 saw 96.2% of participating members back the walkout. The union is demanding a 20% general salary increase over three years: 7% in 2026, 7% in 2027 and 6% in 2028.

Los Angeles rally and impact

Union members plan to gather at noon Wednesday outside the Ronald Reagan State Building at 300 S. Spring St. in downtown Los Angeles. "State workers show up for California every single day," said SEIU Local 1000 President Anica Walls. "They must return to the table and bargain in good faith toward a contract that allows state workers to afford groceries, child care, rent and other necessities."

The California Department of Human Resources, which represents the Newsom administration in bargaining, has not reached a new contract with the union; the governor's office did not immediately respond to the union's allegations or the strike plan. If the walkout goes ahead, some state public services — such as DMV and Employment Development Department offices — could be affected. The union says it is prepared to escalate if the state keeps refusing to bargain fairly.
