Waymo Picks Toronto for First Canadian Market, Targets 2028 Robotaxi Rides

Waymo announced on October 16 it will bring its fully autonomous ride-hailing service to Toronto — its first Canadian market. Vehicles will soon appear on Toronto streets, first manually driven for high-definition mapping, with the first riders targeted for 2028; fleet operations will be handled by Toronto-based Element Fleet Management.
Why it matters
Waymo announced on Friday, October 16, on its official blog and X account that it will bring its fully autonomous robotaxi service to Toronto — the company's first Canadian market — targeting its first riders in 2028.
How it rolls out
Waymo vehicles will soon appear on Toronto streets: first manually driven to build high-definition maps, then tested with trained autonomous specialists on board. Waymo gave no specific dates for driverless testing, service areas, or commercial rides. Fleet operations will be handled by Toronto-based Element Fleet Management (CEO Laura Dottori-Attanasio); the two companies say they will gradually create hundreds of local jobs (fleet maintenance, validation drivers, customer support).
Company claims and context
Waymo co-CEO Tekedra Mawakana said: "Expanding into Canada marks an important milestone in Waymo's global journey." Waymo claims more than 400 million kilometres of fully autonomous driving and a serious-injury-plus crash rate 95% lower than human drivers — company claims, not independently verified. Note also that Ontario's Automated Vehicle Pilot Program framework expires in October 2027, so commercial passenger service will need new provincial rules.
