Vancouver's Kitsilano rental tower redesign: up to 26 storeys, rentals cut to 121 homes, 99 hotel rooms in the middle

Vancouver developer Millennium Development has filed a new rezoning application for 2158-2170 West 1st Avenue in Kitsilano, replacing the approved 21-storey, 185-home all-rental scheme with a 26-storey mixed-use tower: 121 rental homes (97 market, 24 below-market) plus 99 hotel rooms across 11 middle floors, with formal public consultation starting later in November 2026.

VANCOUVER — A previously approved rental tower near Kitsilano Beach could change substantially. According to Daily Hive and real-estate outlet Storeys, local developer Millennium Development has filed a new rezoning application for 2158-2170 West 1st Avenue, at the southeast corner of Yew Street and West 1st Avenue, a few blocks south of Kitsilano Beach.

From a 21-storey all-rental tower to 26 storeys of rentals plus a hotel

The original scheme was approved by Vancouver City Council in June 2025, with the zoning bylaw enacted in June 2026: 21 storeys and 212 feet, with 185 secured purpose-built rental homes (148 market rental and 37 below-market rental) and about 6,300 square feet of ground-floor retail. The new application, filed in August 2026, raises the tower to 26 storeys and density from 6.8 to 8.73 floor space ratio; rentals fall to 121 homes — 33 studios, 41 one-bedroom, 31 two-bedroom and 16 three-bedroom units — of which 97 are market rental and 24 below-market rental.

Eleven middle floors become a 99-room hotel

Eleven middle floors (levels 6 to 16) would become a hotel with 99 rooms, nine per floor; no hotel operator or brand has been identified. Market rental homes would sit at the top of the tower, above the hotel, while the below-market homes would occupy levels 2 and 3, with additional market units near the amenity space below the hotel. Millennium says in the application that the project does not trade housing for hotel space and addresses the city's documented hotel shortage, while also delivering secured rental housing; by the numbers, however, the rental count is 64 homes lower than the approved scheme.

Public consultation later in November; reported heights differ

Details of the new application were made public this week, ahead of the city's formal public consultation process later in November 2026. Readers should note the two outlets report different maximum heights (Daily Hive says 335 feet, Storeys says 301 feet); this article relies on the storey count and unit figures on which both agree, with the exact height to be confirmed from the city's published application documents. The site falls within the Broadway Plan area, and Millennium cites the city's Official Development Plan, approved earlier this year, whose high-rise residential designation allows up to 26 storeys.
