Ottawa announced on Oct. 15 a $17.45-million settlement of Shoal Lake No. 40 First Nation's specific claim, tied to seven "Garden Islands" in Shoal Lake promised under Treaty 3 but never set aside as reserve land.

Why it matters

Another historic treaty obligation lands with a price tag: land promised a century ago and never delivered is now settled in cash, with the money flowing directly back to the community for land purchases, infrastructure and economic development.

Full report

On October 15, Chief Herb Green of Shoal Lake No. 40 First Nation and the Honourable Rebecca Alty, Minister of Crown-Indigenous Relations, announced a $17.45-million settlement agreement resolving the First Nation's specific claim, in Treaty 3 Territory, Manitoba.

The claim concerns seven islands in Indian Bay, Shoal Lake, known as the Garden Islands: they were promised to Shoal Lake No. 40 First Nation under Treaty 3 but were never set aside as reserve land.

Ottawa says the settlement gives the First Nation funds that can be invested in community priorities such as land purchases, infrastructure and economic development, and can create new opportunities for local and regional economies.

Settling specific claims is one way to address past harms, rebuild trust and support reconciliation, and the agreement reflects efforts to build relationships with Indigenous Peoples based on recognition of rights, respect, co-operation and partnership.
