Global Affairs Canada published a joint statement on Oct 12 in which 29 countries condemn Iran's use of lethal plotting, arson, sabotage and cyber-attacks in the strongest terms; it endorses the UK's attribution of Iran's role in the Sept 27 RAF Fairford incident.

Why it matters

Global Affairs Canada published a joint statement from 29 countries' foreign ministers in Ottawa on Monday (Oct 12), condemning in the strongest terms Iran's use of violent attacks against them and their partners, including lethal plotting, arson, sabotage, cyber-attacks and other hybrid activities. The signatories are Australia, Austria, Belgium, Bulgaria, Canada, Croatia, Czech Republic, Denmark, Estonia, Finland, France, Germany, Greece, Hungary, Ireland, Latvia, Lithuania, Luxembourg, Netherlands, New Zealand, Norway, Portugal, Romania, Slovakia, Slovenia, Spain, Sweden, the United Kingdom and the United States.

The statement endorses the United Kingdom's attribution of Iran's involvement in the Sept 27 incident at RAF Fairford, saying it demonstrates the IRGC's continued willingness to project hostile activity beyond its borders through covert networks and proxy actors. It also cites a recent campaign of attacks across Europe targeting Jewish communities, Iranian journalists and U.S. interests, claimed by Harakat Ashab al-Yamin al-Islamiya (HAYI).

The ministers call any attempt by Iran to threaten, silence, intimidate, harass, harm or coerce people on their territory through proxies or other means "unacceptable," warning that anyone conducting hostile activities for Iran or any other state will be identified, investigated, disrupted and prosecuted. They pledge to stay united in safeguarding sovereignty, strengthening international coordination, bolstering national resilience, protecting communities and holding those responsible to account.
