The Prime Minister's Office announced on October 29 that the federal government will make an equity investment of up to $1.6 billion in Toronto AI company Cohere, made in stages with regular reporting; Cohere commits to at least 1,000 new high-paying Canadian technical jobs by 2030, at least $1.7 billion more computing infrastructure in Canada by 2030, and keeping its Canadian incorporation and headquarters.

The Prime Minister's Office announced in Montreal on October 29 that the federal government will make an equity investment of up to $1.6 billion in Toronto artificial intelligence company Cohere, made in stages, with regular reporting on progress against the company's commitments. The government investment was announced alongside private investors including NVIDIA, Bell and Germany's Schwarz Group. Cohere builds secure AI systems for businesses and governments, centred on giving customers greater control over where sensitive data is stored, how it is used and who can access it.

Founded in Toronto, Cohere has long served enterprise and government markets rather than consumer chatbots. The Prime Minister's Office describes Cohere as projected to be a leader in sovereign AI, and argues that building that capability at home gives Canadian businesses and governments more choice in adopting AI and greater control over sensitive information.

The commitments attached to the money

As part of the investment, Cohere will create at least 1,000 new high-paying Canadian technical jobs by 2030; commit at least $1.7 billion to additional computing infrastructure in Canada by 2030; maintain its Canadian incorporation and Canadian headquarters; invest in research partnerships in Canada and create opportunities for students and recent graduates; and keep working with the Canadian AI Safety Institute to champion the safe development and use of advanced AI.

Not a grant: the government takes a stake and shares the upside

The Prime Minister's Office stresses this is a commercial investment: by taking an equity stake, Canada will share in the company's success as it grows. Prime Minister Mark Carney said the investment is an investment in choice, in security and in the ability to live life as Canadians choose, and that true sovereignty depends on building, adopting and governing AI on Canada's own terms. Minister of Artificial Intelligence and Digital Innovation Evan Solomon said great companies should not have to leave Canada to succeed. Cohere co-founder and CEO Aidan Gomez said the investment accelerates hiring world-class talent, building frontier AI systems and developing secure, sovereign technology from Canada for customers around the world.

How this relates to the Series E news reported earlier today

This site reported earlier today that Cohere announced the first close of its Series E round, targeting up to $7 billion at a $35.7 billion valuation, with the Canadian government already listed among the new investors. What the Prime Minister's Office published today is the specific terms and attached commitments of the government's share. Its briefing also notes Cohere's recent merger with Germany's Aleph Alpha, bringing together Canadian and German AI expertise, and says investment from NVIDIA and Schwarz Group strengthens the company's international partnerships. What to watch next is the pace of the staged investment and its regular reporting, and whether the 1,000 jobs and $1.7 billion in computing commitments are delivered.
