China urges US to halt expansion of outbound investment curbs

· N GLOBE

China's commerce ministry on October 24 urged the United States to stop expanding restrictions on American investments in China, calling a new US Treasury proposal discriminatory and reserving the right to countermeasures.

Why it matters

The US Treasury Department on October 23 proposed updating its outbound-investment security programme, adding biotechnology to restricted sectors and expanding coverage of high-performance computing and hypersonic systems. China's commerce ministry said on October 24 that the proposal discriminatorily widened China-related investment restrictions and intensified curbs, adding that Beijing firmly opposed it and reserved the right to take unspecified countermeasures.

Beijing also said the proposal would damage bilateral economic ties and ran counter to the consensus reached by the two countries' presidents, who have met twice in the past six months.

Full report

The US programme had already restricted certain American investments involving China in semiconductors, quantum technologies and artificial intelligence. The Treasury has said the measures do not only cover China and are intended to stop US capital from supporting foreign adversaries' development of dual-use strategic technologies that could threaten US national security.

No timetable for a final rule has been announced. What happens next depends on Washington's final decision and whether Beijing follows through on countermeasures.
